Thenon-negotiable legislative cornerstone needs to be eliminating carbon and GHG production within a specified time frame of 10 years or so.
The rationale is that doing so makes the needed environmental performance of our economy a priority; and by making it the design parameter for economic innovation, it harnesses the creative powers of the market to drive the economy to reinvent itself as a sustainable ecologic economy.
In addition, this is the only path to real wealth production facing humanity, possibly even the elusive holy grail of "perpetual" prosperity, option . The sooner we get there the better off we will be.
